[AstroPy] "jplephem" - first step towards pure-Python "PyEphem"

Well, drat, it looks like I spoke too soon!  DE421 is now available on
PyPI, but PyPI is refusing my uploads of the other data sets - perhaps
because of the archive size?  I will have to ask the PyPI folks about it
this evening and see if I can get the limit raised.
