Thank you to remind me about this misfeature. I made context menu after looking at cygwin's
implementation but did something wrong, and in all recent releases it disabled by default.
I'm leaning to remove it at all in next release.

There is no 'Bazaar Gui'. There is bzr-gtk plugin, that is not the part of bzr core,
and therefore is not the part of standalone bzr.exe.
Plain bzr-gtk is not working because bzr.exe does not contains inside any required

You're using wrong installer of bzr-gtk. You need installer especially created to work with bzr.exe.
Such installer should have PyGTK/GTK libs inside as well.
I'm not maintainer of installer for bzr-gtk. Because I use QBzr.

Sorry, IMHO GTK toolkit is too alien in Windows environment.
From all GTK universe I'm using GIMP, but only because I'm too lazy to look for better free non-GTK

From description and its content it seems like it's designed to work with bzr.exe, but I'm not sure.
At least it should install 'gtk' plugin to C:\Program Files\Bazaar\plugins\
