[IPython-dev] Just looking for feedback before PR

I like the custom.css idea.  But also keep in mind the following.  Anything
added to to the jsplugins directory is automatically added to index.html.
 That allows users to just throw files there and have them loaded into the
notebook without worrying about how they are named.
