Yes/no depends on the error.

If the remote server throw a 400 or 500 or timeout, it is pretty useless 
to hammer it again on every page reload.
It might be under DDOS, or disconnected.
In the other end people might have pushed new version to fix bad notebook.
But it's always difficult to know.
