I don't know what the problem can be, since I don't use Windows.  I use the 
files you mentioned under Linux, and if I type C-c !, the buffers are:

  MR Buffer           Size  Mode         File
  -- ------           ----  ----         ----
  *  *Python*	      383  Comint
