If you are an EPD subscriber, you can add the appropriate GPL-eggs repository to 
your IndexRepos list. It should be present, but commented out in your 
~/.enstaller4rc file already. Just uncomment it. Then use enpkg to install PyQt:

$ enpkg PyQt
