[IPython-User] ipython Notebook kernel error on Cygwin

Make sure you can run the pyzmq test suite first, because that has to be basically functional before you can try anything with IPython.  I've not heard about anyone successfully using pyzmq (or zeromq, that I know of) on Cygwin.
