[IPython-User] IPython Notebook fails to run a line of code the runs fine in IPython

Pylab was automatically being added (with --pylab=inline). This is the
"default" with Python(x,y) [the shortcut for the notebook has it already).

The problem was the C libraries being linked against were incompatible with
each other. This was corrected by changing cygwincompiler in distutils to
not add the msvcr90 library among a few other tweaks.

Additionally, I have now recompiled with the newest release of NEURON (v7.3)
that still had the line that needed to be commented out and targeted Python
v2.7. With all the necessary fixes it now works with a Windows native Python
(not Cygwin).

I have tested and it works great in Notebook even with Pylab running first.
The install.py script in there needs to be run as an admin. The
"enable-this-folder-on-ACMS.py" script makes it work fine locally (without
needing admin priviledges).
