[Numpy-discussion] build problem: numpy with cygwin mingw

thanks a lot ! Of course I did NOT read the small print at the top  ;-)

Now I just have to learn how to apply a patch ;-)
(Funny, that after more than ten years of Linux I still don't know this 
... )
