In [1]: a = zeros([3,5])

In [2]: a[...] = 999

In [3]: a[0:2,0:2] = 99

In [4]: a
Out[4]:
array([[  99.,   99.,  999.,  999.,  999.],
       [  99.,   99.,  999.,  999.,  999.],
       [ 999.,  999.,  999.,  999.,  999.]])
