Hmm. Okay, put the FORTRAN files into a library instead.

  config.add_library('floess',
    sources=f_sources,
  )
  dict_append(build_info, libraries=['floess'])

  config.add_extension('cloess',
    sources=c_sources,
    depends=...,
    **build_info,
  )
