[Numpy-discussion] Newly deprecated API functions

The following numpy API functions have been deprecated and will be removed
in 1.3

PyArray_FromDims
PyArray_FromDimsAndDataAndDescr
PyArray_As1D

If there are other functions that should be added to the list, let me know.
