[Numpy-discussion] BUG in numpy.loadtxt?

Hi Ryan,

I applied your patch in r5788 on the trunk.
I noticed there was another bug occurring when both converters and usecols
are provided.
I've added regression tests for both bugs. Could you confirm that everything
is fine on your side ?
