Maybe something like

In [1]: a = np.arange(10)

In [2]: b = zeros_like(a)

In [3]: b[:-3] = a[3:]

In [4]: b
Out[4]: array([3, 4, 5, 6, 7, 8, 9, 0, 0, 0])
