try:

sudo python setup.py install

It will ask for your root password.  If that fails, then you are probably
not on the sudo-ers list.  Therefore, you should log in as root (in the
terminal only) by doing:

su -

This will put you in the /root directory.  You will have to navigate back to
where you were building numpy and run the 'python setup.py install' command
as root.  If that doesn't work, delete the 'build' directory and try again.
When done being root, then you can type 'exit' and you will be back as a
regular user.
