that looks like it hasn't been updated since 2006 -- I"d say that
makes it a non-starter
The new numpy-boost project looks promising, though.

Given the pace of change in numpy, it looks to me like the new
numpy-boost is the only viable (Boost) option, other than rolling your
own.
For the record, Cython (with or without another lib like Blitz++)
doesn't preclude "strong OOP design patterns".
