Change the compiler and linker flags in 
Python\Lib\distutils\msvc9compiler.py to:

self.compile_options = ['/nologo', '/Ox', '/MD', '/W3', '/DNDEBUG', '/Zi']
self.ldflags_shared = ['/DLL', '/nologo', '/INCREMENTAL:YES', '/DEBUG']

Then rebuild numpy.
