Comment:

 Re-opening. As it seems to affect also other flags such as FFLAGS, CFLAFS,
 I think it's important to have a solution or a clear answer on the
 previous comment. A solution such as [X]FLAGS += [X]FLAGS_needed_for_numpy
 is quite desirable.
