  * severity:  normal => major

Comment:

 Update to major because as it is, mtrand.c breaks compilation with VS
 2003, and cython incoporated changes to deal with VS 2003 deficiencies.
 Milestone target could be bumped to 1.2.1 or 1.3.0, at Robert's best
 convenience.
