Comment:

 The `fortran` argument to `PyArray_Resize' does not do anything. Nobody
 also uses `order` argument from the Python side, since giving it always
 raises an error :)

 Scott's patch looks OK to me:

   - Using `PyArg_ParseTupleAndKeywords` is indeed IMHO the sane way to go
 here
   - Remove the `order` keyword from the resize method
   - Don't make any changes in `PyArray_Resize` C-API
