 API docs as well as docstrings for the few Python-level functions are
 needed. Furthermore, the datetime NEP needs to be updated so it's clear
 what is implemented and what not. Also, the other datetime related NEP
 needs to be updated too.

 A small tutorial would be a good bonus, could be easily extracted from the
 NEP.
