Comment:

 I think this Trac is not the right forum for this: it's meant for
 discussion on bugs in Numpy. (In this case, the error message you get
 points towards incompatible C runtime libraries in the compiled binaries,
 which cannot be fixed by making changes in Numpy.)

 You can ask for help on the mailing list or at stackoverflow, however.
