[SciPy-dev] suggested SciPy inclusion

I'm ignorant of any licensing issues, but if possible
it would be great to include in SciPy:
Walter Moreira's RPy module (needs pyWin32 under Windows)

This would really help expand the statistical routines
available from SciPy.
