I just confirmed this.  Go here:

http://www.scipy.org/mailinglists/

and click on 'sign-up' for scipy-{user,dev}.  Empty page.

Anyone who has access to fixing this?

And by the way, python2.3 is installed under /usr/local/python on
Phillips and I used this version of python.
