I think if anonymous only has TICKET_VIEW, TICKET_CREATE,
TICKET_APPEND, and TICKET_CHGPROP, then that's fine. It's
TICKET_MODIFY that allows resolving (at least according to
http://projects.scipy.org/scipy/scipy/wiki/TracPermissions).
