[SciPy-dev] Renaming scipy_core: winner is *numerix*

I've made a new svn repository which will house the numerix library:

http://svn.scipy.org/svn/numerix/trunk 

will be the main library.

It is not ready to be checked out at all.  But, this will be the new 
name.  I've given permissions to just a few for the new server.  If I've 
forgotten you and you are willing to help in the next few days, let me 
know and I'll update your permissions.
