[SciPy-dev] Citing scipy

The new.scipy.org/Wiki site will be accessible via the www.scipy.org 
address as soon as the folks helping with the docs feel comfortable with 
the change--hopefully in the next few days rather than weeks.

Andrew, we can make the necessary changes at the server whenever you say.
