It is recommend that all user's upgrade. ->
It is recommended that all users upgrade.

Or better,

We recommend that all users upgrade.

Actually, that is a very strong recommendation that can have difficult
consequences for some.  The "everyone upgrade" recommendation should
only be given in cases where critical/security bugs are fixed.  I'd say
instead:

Users affected by the issues below should upgrade immediately, and
others should upgrade at their convenience.
