[SciPy-dev] new tagged release (SciPy 0.6.0)

Thanks to Ondrej and Joe for helping with the release announcement for
0.6.0, which can be found here:

I decided to just take out the statement regarding upgrading to the
new release.  It is probably better to only mention upgrading if there
is a serious security or data corruption issue.
