[SciPy-dev] Switching SciPy to use numpy.testing

Hi all,

We've added the nose test setup from scipy/testing to NumPy, and
should be ready to switch SciPy over to use it (and remove the
scipy/testing directory).  Unless somebody has an objection, I'll make
the switch tomorrow or Wednesday, and post a message to the list when
it's done.
