[SciPy-dev] Removing globals from minpack wrapper, v3

Before I enter exams period, one more patch in the series:

Changes:
   * Now optimize.leastsq() and optimize.fsolve() should be completely 
thread-safe.
   * Rearranged the macros to reduce code duplication.

Still to do:
   * chkder, but I don't know if it's significant there.
   * smjac_* in __minpack.h - what is that function used for?
