[SciPy-dev] DEFAULT section in site.cfg

Hi all,

ConfigParser no longer allows a 'DEFAULT' section under Python 2.6, so
I'd like to change that part of the site.cfg to something like
'general' or 'all'.  Any suggestions, comments?
