I wouldn't presume to know the full answer to this question, but I
think the intention is clear: SciPy should be a library that is useful
across different scientific disciplines.  Unfortunately, drawing that
line isn't a highly scientific process.

For example, personally I can see how a mesh generator could fit
nicely into scipy.spatial, whereas FEM in itself seems too specialised
(unless it is implemented in a very generic framework).  My opinion
differs from others given so far, emphasising the blurriness of the
line.

Prabhu's suggestion to write a SciKit strikes me as a good one.  In
any case, it is the best way to get new code into SciPy.
