Any package that is named scikits.* on the Python Package Index is
listed on http://scikits.appspot.com.  You can take a look at the
example package,

You may host the package anywhere you like (e.g. github, bitbucket,
etc.), or we can give you access to scikits SVN, where most of the
other projects are currently located.  You may also want to register
on the scikits trac:

http://projects.scipy.org/scikits
