[SciPy-dev] 0.7 release

Hi Jarrod,

This is great news! I figured out RC2 was close enough so we could  
ship CDAT with it.

I'll do a minor update of CDAT whenever this comes out.

Thanks again for all the good work ad efforts you guys put into this!  
It is definitely better to release a working project later than a  
flaky one earlier!
