For the most part this is handled by the Trac system
(http://projects.scipy.org/numpy and http://projects.scipy.org/scipy) by
creating tickets preferably with code.

Emails to the appropriate list are also effective for different reasons
from understanding code to adding new code.
More information about the Scipy-dev
