[SciPy-dev] Doc edit rights

I've been improving the chararray functionality (see this thread [1]).  
It would be helpful to get edit rights to the documentation editor so I 
can comment on and mark some docstrings for review.

(FWIW, I think Travis O. is giving me SVN commit rights, so that's taken 
care of.)
