[SciPy-dev] Ticket #1105 -- patch submitted for scipy.signal.waveforms.chirp()

I just added a patch to ticket #1105; a summary of the changes is given 
in the ticket.  If any scipy.signal users (especially chirp()) users) 
have chance, please take a look a let me know what you think.  The 
docstrings could use polishing, but I'd like to get some feedback before 
doing more work on it.
