[SciPy-Dev] schedule for scipy 0.9.0

That would allow 0.9.0 to be in the next Ubuntu Linux release, version
11.04 named "Natty Narwhal", which is set for the end of April 2011
according to this release schedule: https://wiki.ubuntu.com/Releases

The current Ubuntu release uses SciPy 0.7.2 according to
http://packages.ubuntu.com/maverick/python-scipy
