another candidate for deprecation and removal

stats.cmedian
the default looks strange
I don't see much reason for the binning
np.median is in all (?) cases better (and will be a lot more
efficient in the next numpy release)
https://github.com/scipy/scipy/issues/580

>>> stats.cmedian(np.arange(10))
4.0045045045045047
>>> stats.cmedian(np.arange(10), numbins=10)
4.5
>>> np.median(np.arange(10))
4.5

>>> stats.cmedian(np.arange(11))
5.005005005005005
>>> stats.cmedian(np.arange(11), numbins=11)
5.0
>>> np.median(np.arange(11))
5.0
