 In Scipy 0.5.2 with Numpy 1.0.1 scipy.signal.firwin() and
 scipy.signal.filter_design.firwin() throw an exception.

 firwin() uses a call to sum(h,axis=0) but the version of sum() that gets
 call does not support keyword attributes. I salved this problem by adding
 sum to the numpy import statement like this:
 from numpy import atleast_1d, poly, polyval, roots, imag, real, asarray,\
      allclose, resize, pi, concatenate, absolute, logspace, sum

 I don't know how to submit a patch so I haven't.
