New description:

In Scipy 0.5.2, the class fopen (with functions such as fort_read) in
scipy.io.mio were removed. This appears to have happened from Changeset
r2198. These functions were important for providing a simple way of
importing unformatted Fortran data. Code which depended on these
functions cannot run on the latest version of !SciPy.

Comment:

Stefan, can you comment on why these were removed? Was it an accident or
 intentional?
