#362: cheb1ord gives negative order
--------------------------+-------------------------------------------------
 Reporter:  kumanna       |       Owner:  somebody
     Type:  defect        |      Status:  new
 Priority:  high          |   Milestone:
Component:  scipy.signal  |     Version:  0.5.2
 Severity:  normal        |    Keywords:
--------------------------+-------------------------------------------------
 The code in question is this:
 <code>
 from scipy import *

 omega_c1 = 430
 omega_r1 = 350
 omega_c2 = 600
 omega_r2 = 700
 gpass = 0.5
 gstop = 40

 (n, Wn) = signal.cheb1ord([omega_r1, omega_r2], [omega_c1, omega_c2],
 gpass, gstop, analog=1)
 print n
 print Wn
 </code>

 Output:
 -2147483648
 [429 699]

 So, the order is actually -2^31! Something's wrong somewhere, but I
 couldn't find out what.
