#538: Unresolved vml references for SciPy build with Intel compilers

 For an Intel compiler build on a Linux system without mkl/vml,guide
 installed, it proved necessary to add 'svml' to the libraries list (in the
 config.add_extension line) in setup.py for extensions: special/_cephes,
 special/specfun, fftpack/_fftpack, fftpack/convolve, and optimize/_lbfgsb,
 to avoid unresolved vml symbols. The install command was:

 export BLAS=<blas_lib>/lib; export LAPACK=<lapack_lib>/lib; export
 ATLAS="None";
 python setup.py config --compiler=intel --fcompiler=intel --library-
 dirs=<root>/lib build_clib --compiler=intel --fcompiler=intel build_ext
 --compiler=intel --fcompiler=intel --library-dirs=<root>/lib install
 --prefix=<prefix_dir>

 Note: <root>/lib contains libpython.so

 Versions:
 BLAS: latest from netlib.
 LAPACK: 3.1.1 from netlib.
 No ATLAS installed or found.
 No Intel mkl,vml,guide installed or found.
 Intel VML is libsvml.so provided as a runtime library by the Intel
 compilers
 icc/icpc: v9.1.038
 ld: v2.15
 Linux kernel: 2.6.9-42.0.3 (Centos 4.*)
