New description:

 When running {{{scipy.signal.chebwin}}} I found that there was an error
 from {{{concatenate}}} being undeclared. The problem was
 {{{scipy\signal\signaltools.py}}} did not import concatenate

 I changed line 6 in my signaltools.py from:
 {{{
 from scipy import special, linalg
 }}}
 to:
 {{{
 from scipy import special, linalg, concatenate
 }}}
 now it works for me.

 Please add this fix to future revisions.

 thanks
 -Matt
