#521: numpy.ndarray relational operators do not (seem to) respect array priority

Suppose I have an object class of Foo, say "a" that can be compared to an
 ndarray object, "b". I can make a + b or b + a both call the plus or rplus
methods in class Foo. However, there is no way to make this happen for a
== b and b == a (or any of the relational operators) I have not been able
to figure out where to put this logic.
