#640: special package numerical errors

I would like to report some significant numerical
errors with a function in the special package.
This affects modified bessel functions, 1st kind (and
 derivative) calculations.

For example, order 0 (iv(0, k)), starts to get
 significantly wrong from k > 90. Above k > 120,
errors make the function decrease, which is
 by its definition impossible.

I would love to seethis addressed, because I want
to use scipy for work otherwise done in matlab/octave.
However, those systems are much more precise:
overflow only happens in matlab with k > 700
(for the same function as above).
