#1151: montecarlo module is missing and referenced in the examples

It looks like the montecarlo module is missing in the 0.7.0 and 0.7.1
after being deleted with the sandbox. It is still being referenced in the
examples and is useful for maxent simulations.

One of the examples that uses it is:
 http://projects.scipy.org/scipy/browser/branches/0.7.x/scipy/maxentropy/examples/bergerexamplesimulated.py

I've tried building the 0.6.0 version of the sandbox/montecarlo module
standalone and it still builds and works (with the 0.7.0 code and the
 randomkit.c, randomkit.h from the
 http://svn.scipy.org/svn/numpy/tags/1.4.0/numpy/random/mtrand/).

Tests and the bergerexamplesimulated.py example seems to work fine with
that standalone montecarlo module as well.
