Comment:

 Yes, it's mostly off-topic for scipy, per se, and the Trac is not a very
 good place to discuss things. Mailing lists are better for back-and-forth
 discussions; Trac is good for keeping track of specific issues once
 implementation is under way.

 That said, you may want to look at pandas, a package that does similar
 things for statistical data (of the social science/econometrics variety):

 There has been some talk of generalizing the pandas data structures to
 encompass more fields (and be moved into numpy), and your use cases would
 serve as good motivating examples. Either the pystatsmodels mailing list
 or numpy's mailing list would be good places to talk about it:
