#1475: Bug in `stats.norm_rvs` function
-------------------------+--------------------------------------------------
 Reporter:  rosalia      |       Owner:  somebody
     Type:  defect       |      Status:  new
 Priority:  normal       |   Milestone:  Unscheduled
Component:  scipy.stats  |     Version:  0.9.0
 Keywords:               |

Comment(by jseabold):

 The decision was to give an arbitrary one-sided t-value of 1 (two-sided
 1)? The notes in all the different ttests say

 t = 0/0 -> 0  but then define it as 1

 and some notes say

 t = 0/0 -> 1 and then define it as 1.

 I think it should be t = 0/0 -> 0 (or nan, but I'm okay with avoiding
 nans) and the *p-value* should be 1 unless I'm really missing something
 (doing too many things at once).
